The Commission on Higher Education (CHEd) has left it to respective colleges and universities to decide suspension of their classes Tuesday.

Based on CHEd Memorandum Order No. 34 series of 2010, classes at the collegiate level, including graduate school, are automatically suspended in higher education institutions (HEIs) once public storm warning signal number 3 is raised.

However, heads of HEIs have the discretion to cancel classes even if signal number 3 is not yet declared, especially if there are other factors, such as flooding and road damage.

The CHEd memo also stated that "even without the suspension of classes, students who are unable to report to class or participate in scheduled activities such as exams, due to inclement weather, shall be given consideration and be allowed to make up for the missed class or activity."

Based on the memo, the commission will not declare cancellation of classes.

Gov't offices, most classes to resume

Malacañang also announced Tuesday that private offices, government offices and most schools in the National Capital Region will resume on Wednesday as Typhoon “Pedring” continues to move away from the country.

However, deputy Presidential spokesperson Abigail Valte explained in an interview with radio dzMM that in areas that are still flooded, the discretion for suspension is left to the local government units and the school officials concerned.

“We have already coordinated with PAGASA-DOST (Philippine Atmospheric, Geophysical and Astronomical Service Administration-Department of Science and Technology). The recommendation of PAGASA is really the resumption of work and classes dahil light to moderate rains nalang ang expected natin bukas,” Valte said on Tuesday evening.

Valte noted that affected areas where suspension of classes or work has already been declared will still hold.

“Doon sa mga ibang areas na nag-declare na sila [na walang pasok], the suspension will still hold,” she said.

Oprah Winfrey said Shamcey Supsup deserved to win the Miss Universe 2011 crown

Update- Oprah said via NBC News.
“I have reservations with the results. If the only basis is the Q and A portion, after having been trimmed down to 5, Ms. Philippines deserved to win. What made her different from the rest is that she had no seconds to rethink of her answer as she had no interpreter to break the ice. The rest had their interpreters and having breaks on seconds to think about their answers. Hands down, Ms. Philippines answered straight to the point.”
Although there's a Bombo Radyo report about it [view article] and it's nice to hear if Oprah really made that comment, we're still trying to find the original article to confirm its veracity. If she said it on television, we hope there's an online write-up too.

It's true that Shamcey is the only Miss Universe 2011 finalist to have answered the final question without an interpreter.

Pageant judge Vivica Fox asked her: “Would you change your religious beliefs to marry the person that you love? Why or why not?”

Swiftly, Shamcey replied: “If I would have to change my religious beliefs, I would not marry the person that I love because the first person that I love is God who created me.”

“I have my faith and my principles, and this is what makes me who I am. If the person loves me, he’ll love my God too,” she explained.
